Illusion of Time and Terranigma are Enix games.
The last sentence of the introduction ("So here is a brief selection of some of the best rpgs available for the Virtual Console's emulated systems, that weren't produced by Square (or Enix, since they're the same thing nowadays).") explains why they were not mentioned.
Of course, they could have been mentioned in the introduction (or in the conclusion), alongside Chrono Trigger, Seiken Densetsu, etc.

The answer is... BOTH!
They are both very fun games in their own right.
Dragon's Curse is a little bit more repetitive (in the course of a "level", you will meet the same enemies over and over again, starting with one at the beginning of a "level", then two, then three, then one who jumps or shoots, two, one of which jumps or shoots, then maybe a new enemy is added to the mix,...) but is based on a great (and superbly executed) idea of being able to reach different places after being transformed (from the central village, you can go to different places, but unless you're the "right" form, you won't be able to reach the goal).
It is quite long and full of items and weapons to collect and secrets.
Wonder Boy in Monster World is a little prettier, a little longer and has its own way of limiting the places you can go at first (but here, it is by collecting items and not by changing forms that you will be able to reach more places - so, not quite as original).
The main quibble I have about this one is that the (IMHO) overly limited sword range makes the beginning harder than it ought to be (not that the range gets better with later swords, but you get used to it - or just use other weapons).
So, if you haven't played either (which seems to be the case), I would suggest that you start with Dragon's Curse, and by the time you've finished it and nothing of interest has been released on the VC in the next few weeks (except maybe Wonder Boy in Monster Land, once Sega Master System games join the ranks of the Virtual Console ), give Monster World a try. You will not be disappointed!

It is the first sequel to Dragon's Trap (the Sega equivalent of Dragon's Curse).

As far as the game is concerned, I have now played it for a few hours and it is quite fun. My main gripe would be that the sword's range is way too limited, which makes the game much harder than it ought to be (still not too hard so far, though).
Not quite as good as The Dragon's Trap/Curse, but a nice follow-up and definitely worth it for fans of the former.

Dragon's Curse on TurboGrafx (available in the USA since last Monday and in Europe since Friday before last) is the spitting image of Wonder Boy III on Master System.

It's hard to pick just one game per system as there are quite a few that I would like to see surface on the VC. Here are some of those I'd like to see first.

NES - Super Mario 3 and the more unlikely Chip'n Dale's Rescue Rangers
TG16 - Any other Bonk (beside the already released one - even Air Zonk), Marchen Maze and The Dragon's Curse (the TG16 equivalent of the Sega Master System's Wonder Boy III)
Genesis - World of Illusion (talk about unlikely...), Wonder Boy in Monster World, Rolo to the Rescue and Landstalker
SNES - Super Mario RPG,Super Metroid, The Addams Family and Yoshi's Island
N64 - Paper Mario (probably the only N64 game I'm interested in now that Super Mario 64 and Mario Kart 64 have been released)
