@CharlieGirl I think it's important to note that the paid DLC is for licensed content, frequently companies will make licensed content as downloaded bonus content because if they lose the license or choose not to renew it in a few years they don't have to pull or modify the base game itself from digital store fronts. I am not sure how much they will be selling it for but I think that is why the paid DLC is not in the base game.
