The same is for Montenegro. Yes, it is a small country, but it will soon be part of the European Union. And still we have a Serbian eShop, but not a Montenegrin one. And with game chat, it is impossible to opt in without having a phone number from the region where your subscription is located. So, I pay for my NSO, but I'm unable to use game chat.
This release reminded me that I haven't got this game in my collection, so I've ordered a 3DS version. I think nobody considers buying a game key card seriously.
The main disadvantage is that it is required for chat features, which necessitate phone number verification. This method is not available in several countries, including Montenegro, for reasons I am unaware of.
Despite living in Europe, my country (Montenegro) is not represented in available regions, so I can't answer Nintendo Account question correctly. I have to use Croatia, and it is a little bit disappointing. And I can't preorder physical games like other Europeans do. We do not have any official Nintendo games store, so I'm not able to play games on release and have preorder bonuses
