Failing that? At a distant second place, and beyond, it should be: GENO and/or MALLOW from Super Mario RPG (a compromise SquareEnix would be willing to make), ARTHUR from Ghosts 'n Goblins/Ghouls 'n Ghosts, and CHUN-LI from the Street Fighter series.
It's too bad characters like Erdrick from Dragon Quest/Warrior, Kefka and Terra from Final Fantasy 3/6, Black Mage from the Final Fantasy series, Frog and Robo from Chrono Trigger, and Sprite from Secret of Mana are probably locked away.
