There are thousands, possibly millions, of games that are taking forever to be re-released. Is it just taking a long while, or will we never see them again?

It's just taking a while. chances are, with something like the VC, it'll span not just the lifetime of the Wii, but it'll also be around for its successors, so relax and enjoy the ride. besides, we're nearing the 350 mark; i'd say that 'many' have already been released. :3

At this point, I'm thinking Nintendo wants the Wii Shop to last much longer than just the estimated 5 year lifespan of the Wii and they're waiting to release many more big titles when the next system comes out.
I can't see Nintendo actually wanting to neglect releasing games like Donkey Kong 64, EarthBound, Yoshi's Island, etc. They'll all come out eventually, but maybe not as soon as we'd like.
Nintendo's quality first-party supply is near exhausted, and third-party games are dependent on their respective publishers, so I don't know what else you expect of Nintendo. Next year we can probably expect Star Fox and Yoshi's Island. Not sure what else there is to hope for. Hopefully some previously uninterested publishers will hop on board or they'll just start putting out better WiiWare games to make up for it (as they have been doing lately, actually).
@Star Fox: Sadly, that's very likely to happen, but I wouldn't give up hope. It is possible to fix llicensing issues.
@Pit 42: I agree. Some of the games we want may take a long time to be released. Like Earthbound. Remember how long it took for us to see Zombies Ate My Neighbor? It proves that if you are patience, you could see the game that you want on the Virtual Console.
They've already released quality game after quality game on WiiWare the past few weeks and show no sign of losing steam with Void tomorrow and Cave Story due before the year's end. Also, I know it's not impossible for a game to be released, but some people grow tired of wishing upon a shooting star, and bringing the game up in every single topic is a bit tiring. Super Star has no legal issues. It's already been released in Japan.
@StarFox: I'm sure next generation, Nintendo will spread out titles better. This is the first generation of the Virtual Console, so they will have learned a lot from this generation.
From a business perspective, maybe. But I don't have stock in Nintendo so I can only really care about the consumer's perspective, in which case there is no such thing as too fast. Even if you can't afford to keep up with it, it doesn't affect you to wait until you have the money for a game instead of waiting for its release and letting Nintendo decide for you when you can buy it.
Also, I really think they're better off pushing WiiWare, so coming back to Nintendo's point of view, I think they have paced it well. You can't really advertise VC much. It would look bad. One minute you see a PS3 commercial showing some fancy pants game, then you see an ad for a game you played 20 years ago on Wii? Not the best message. WiiWare you can hype more, and I do think these games are probably selling better.
I think its not fully Nintendos fault that Virtual console games are coming so slow Most publishers and 3rd party / Licenceholders are sitting on great games, but they are "waiting" or still not sure if its worth to publish on VC Channel their old games. ( it still costs them money and time for marketing, and testing, publishing etc ) None of them is doing it for the "good old days"
If the Wii holds more than 5 years and more people are buying more VC Games - ( so they can make money ) Im sure more will jump on the VC Nintendo Onlineshop System and sell their oldies and classics there - maybe even publish games there direct and first.
But .. maybe its really Nintendos fault, and they take too much fees for putting them online ( I still remember the bad mood of the publishers in NES/SFC days for paying expensive licence fees to Nintendo )

Nintendo learned already since Super Famicom days ( that days it was called SF Memory Cassette - where you can download Super Famicom games to an empty Cartridge cheaper and play it on the Super Famicom ) - didnt really work to well that days, it was at the end of the SFC.
There are probably some reasons why Nintendo isn't putting more games on the VC. However, there's not enough reasons NOT to put games on the VC (if that makes any sense).
