They need to reserve these titles, for business purposes. Besides, if you're a hardcore VC fan and can't wait for say, Super Smash Bros., you might grab some title you're mildly interested in that you wouldn't have bought if not for the drought. Also, they are running out of potential first-party titles already and the Wii has quite some years left in its lifespan.
The problem is Nintendo is doesn't have as much first game games for the vc as they started.
There are still some Snes and N64 first party games that could be on the vc like Yoshi's Island for the vc. There is a couple more first party games that will be coming to the vc before the end of the year though.
I think there is a very little amount of first party games that the nes could have on the vc outside of Dr. Mario. The problem there is light gun games and Nintendo doesn't want to change the code or something to to make the Wii Zapper work with games like Duck hunt.
The catch is they didn't release any of their arcade games on the vc.
A lot of games have been released as remakes on other systems (i.e. Gamecube, GBA, DS, etc.), and this may keep them from saying "Hey look a new and improved remake, and now we will release the original for cheaper." While that may be the only reason, it may play a big role.
Also, they don't want to compete with third parties on Virtual console as well as Wiiware

Nintendo has almost run out of first-party games to release. All that's left I can think of is: NES - Golf, Pro Wresting. Import: Joy Mecha Fight, Devil World (unlikely to be released in the US), F1 Race (probably not that interesting except as one of the first NES racing games) and maybe the FDS F1 games (I forget if they were text heavy), Mother (if they figure out the music issue). If they support the Zapper or Power Pad (Bandai Namco has already released a rebranded pad, Active Life): Duck Hunt, Barker Bill's Trick Shooting, Short Order/Eggsplode, To the Earth SNES - Pilotwings (US), TinStar (meant for Super Scope or mouse, but does have a standard controller option), EarthBound (again, legal). Import: Mario's Super Picross (US), the various NP Picross games, Sutte Hakkun, Wrecking Crew '98 (possibly not, since it includes the original), Kirby's Super Star Stackers Gun/mouse: Mario Paint, Yoshi's Safari, Battleclash, Super Scope 6, Mario & Wario (Import) Special chips: Starfox, Starfox 2, Stunt Race FX, Yoshi's Island N64 - DK64, Excitebike 64 (possibly not, because of included free games), Pilotwings 64
Why would you? King Mike has just done it for you. If we're missing any, let us know. I think it would be very useful to compile a list of "missing" first-party titles, sorted by likelihood to appear.
Truth be told there really isn't all that many first party titles left to release. Once you take lightgun, Super Scope 6 and licenses out of the equation you'll see Nintendo has already released a good chunk of there own titles already. SNES is really the only system left that has a fair amount of first party games yet to be released and that I would assume has to do with emulating the enhancment chips. After Pilotwings and Kirby Super Star are released we really only have Super FX games left and I'm sure Nintendo is working on it.

They can emulate any game they want it just takes time & money to do so, hopefully by this time next year we'll see starwing and unirally on VC and my snes can be packed away as i'll have all my cartridges in digital form.

I agree with Luigi-La-Bouncy; Mario Party 1-3 and Mario Tennis should be on the list. None of them are incredibly likely due to available retail sequels, but they're still worth remembering.
I do wonder...is there really a decent chance they would release Starfox 2 on VC (after getting emulation done and releasing the first, of course)? It seems the game was 100% finished (something I actually didn't know until today), but never released for no apparent reason. Would they bother to fix that oversight on VC? Would it be in English if they did?
EDIT: As the main draw of Pokémon Stadium was supposed to be the Transfer Pak, they may have decided against releasing it on VC without access to that feature. You must admit, it's a MUCH bigger deal to lose that feature for PS than it was for Mario Golf.
Yeah, you can't be complete withought Lolo 3, it is like a missing piece to a jigsaw puzzle, we have the first and second one, so why not the third! I have no idea how Mario Party games are not on VC, it is very rediculous!
I just told you the probable reason why we don't have Mario Party on VC...they want to sell us Mario Party 8. Never mind that 2 and 3 are still my favorite entries in the series and I would gladly download them even though I already own 8...
