Awesome! It IS a futuristic racer! Seriously, thanks! I have wanted a really good such game for the Wii for many years now and since it's from you it's bound to be good. Can't wait for more info, not to mention screenshots or videos.
Also, nice artwork! I wonder what "Shift your phase." refers to. Perhaps you race in two dimensions at the same time and can switch between them?
That looks really nice. I like a good futuristic racer and since HVS apparently couldn't be bothered to do a European release of Gyrostarr it looks like you guys have it all to yourself!
Shin'en really puts other developers to shame. They probably don't have the manpower for Online implementation though.

Oh Yeah! Looks wonderful! Finally the Wii will get it's F-Zero; even if it doesn't bear that name I'm sure it will live up to it. And if these are the screens, I can only imagine what it will look like in motion. (60 fps ftw!)
My guess of what the phase thing means is that it's maybe something akin to Ikaruga... the vehicle on the gameplay page seems to be changing colour from white to black (or the other way around). And the first and the second screenshots in Kryakus' post show a part of the track in black and another part in white. Maybe you get speed boost when driving over the patch if your colour is right. But, like I said, this is just a guess.
Indeed, that could be the case. I didn't notice that in the screenshots until you mentioned it. Or it could be something like in Speed Racer, where you could get into a trippy special-mode where you were superfast and practically invincible. Will be interesting to see.

There is a small explanation of the phase-system as well :
To get a massive boost just match the phase of your racing machine with the phase of the track's features. Drive upside down, jump over giant gaps, overtake your opponents. But keep in mind: Match your phase!
