Because that would require effort.
My hope is that they are working on a VC re-launch. There is no other sensible explanations as to why there is such little support especially compared to what is already available on Wii. However, knowing NOA and NCL they probably aren't making it a priority because it probably doesn't make them that much money.

Games available both on 3DS and WiiU = less incentive to get a struggling WiiU.
That's why the 3DS isn't getting SNES games, either. Because the WiiU needs them.

Virtual Console is not, by any means, a system seller. The Wii U would be pretty in bad shape if the best it had to sell was SNES games. And by the way, the Wii is cheaper and has a much better and comprehensive VC selection than 3DS or Wii U combined.
