Turns out it is legit, but was only in Japan and was never coming to the West. Oh well :3

Hmm i never heard of it sound interesting but to be honest in my opinion why would someone streetpass tv?

Basically internet TVii without needing a service or antenna through anything but the Wii U. I suggested this day one. I could see them doing it later, but they probably didn't think it would matter that much, and adding instant TV service from lots of providers through the Wii U would be difficult I presume. TV doesn't really matter to me at all anyway, really.

Spotpass tv sounds kinda fishy. kinda like it's not real.

Possibly, but there's no denying it's possible. Spotpass is kind of like Nintendo's form of Gaikai in a way, just not as overhauled. Spotpass has access to the internet as long as the console is on, and possibly in standby mode if they make that a feature.

There is a such thing for 3DS in Japan, though. It's possible that they thought about it(at least in Japan), but I don't think Nintendo announced anything like this either.
