I thought I remember reading something about how they don't want people to create tracks in Mario Kart as it may lead to dip quality in the races, that may just have been spin as to why they haven't created one tho.

If so, we have decided to give it a pass this time” said Yabuki. “There are so many elements and features in Mario Kart 8 – in addition to ground, water and sky sections, there is now anti-gravity and it is required to design the tracks to utilise three dimensions. If we added a simple course editor, it wouldn’t be a very user friendly tool. When we develop a tool like this, we want to make sure it is easy to use for everyone, but in order to do so for a project like this, we would need many more innovations. It may come one day in the future.”
I used to make levels for Half Life and HL2 when I was a teenager, which basically got me wanting to make video games for a living. They had an insanely complex level editor, but a large part of the game's success was built on anyone being able to pick up the tools and make their own game with it. People aren't stupid and/or will learn, and will put up tutorials and forums to help each other along. You can build a whole secondary community around that stuff which gives a game a life way beyond when people finish the game or get bored with what they have. .
I can understand though that to get those tools running on the Wii U itself would probably be a serious mission. Releasing them to PC, the problem would be getting the levels from PC onto Wii U and validating them (to make sure people don't make such insanely large levels the Wii U can't handle them, or that they actually have a start-finish line, or that people can't go flying out of the level into infinity etc etc).
If this is like little big planet where you can play levels created by other users I may even buy a Wii U
I think this is highly likely, since both "Pushmo World" (arriving in a few days) and "Mario vs. Donkey Kong" (just announced on E3) will have a level sharing feature through Miiverse.

Well I meant official as in it has been confirmed by Nintendo. Wasn't really calling the thread official.
