The key word in the thread title is "how". It's quite easy how, they don't spend money on TV ads, that's how.
In all seriousness though I think it's worth questioning the value of TV ads with the market Nintendo are trying to target. Especially for something like Wind Waker on the Wii U. The people who are considering getting it know about it and won't be influenced by advertising much I don't think. The recent firmware update which included the image share feature is probably more valuable for a game like Wind Waker. If you're on twitter do a search for "#WiiU filter:images" and you'll see what I mean.
Also worth nothing that I don't remember seeing any TV advertising for GTAV......
Yeah you never see any videogame related advertising on Australian TV. The only ad I have seen outside of the internet for GTA5 when I was stuck in a traffic jam in Melbourne I seen a poster stuck inside a bus shelter. I wouldn't have thought people that catch the bus would be Rockstars demographic type... Unless they want to steal my car and be stuck in a traffic jam for me
The only gaming ads I have seen on TV recently were for Candy Crush and Animal Crossing. Before that the last ones I remember were, I think, for games like CoD and Assassin's Creed. Usually late at night during 90s action movies for the latter, in the early evening for the former.
Although I do admit I don't watch much commercial TV. It's either the ABC News 24 for background noise, Cricket and/or AFL or the internets 90%+ of the time. So maybe they do run heaps of ads for games.... but I haven't seen many at all.

My brother said he saw alot ads for Animal Crossing. The Pokemon and GTA commercials have basically been seen by everybody in the U.S. probably, because even I've seen them, and I don't watch TV AT ALL. My family watches some TV in the living room, but I usually just catch glances of a few commercials here and there, since every 30 minutes is 10 minutes of commercials, basically.
The internet is probably the most viable. Maybe Pandora or Netflix.
There's just so many places they could have ads. Not that they'd really impact me at all, honestly.
I spotted a Wind Waker ad during The X Factor (yeah I watch it, so what) which I guess is the best show to advertise in due to its high viewing figures. Nintendo just need to keep these adverts on frequently.
They definitely need to get it right for Christmas. If they advertise Mario 3D World effectively they'll sell a shed load. All they need to do is show footage of a family playing the game in multiplayer and marry that with a nice price, perhaps a new bundle, it should work.
They'll have to try sell Wii Fit U and Wii Sports again via advertising to try help convince old Wii owners to switch to a Wii U.
Note that that's not scaled to population. 18% of people who pirated Breaking Bad were Australians leading the way above the US (14.5%) and the UK (9.3%). Scaled to population that puts Australian TV piracy rates at ~18x the US and 6x the UK. So maybe I haven't seen any ads for games on TV because nobody interested in gaming is watching it!
If only Australia had the infrastructure capable of supporting the paid streaming services. Or maybe even just release it at the same time as the US rather than weeks or months later. What a novel idea.

WWHD has been advertised a lot on UK TV! Even between X Factor ad breaks - which is easily the most popular TV programme on TV at the moment in terms of viewers.
In Canada I've only seen GTA5,PS4, COD, PS3 bundles and AC4 ads on television recently. I think the last Nintendo ad I've seen was one from the original Wii-U campaign and that was probably 7-8 months ago.
I only watch sports and stuff though, so I have no idea what's being shown on channels for kids.
Over here in Germany, as far I can tell only Nickelodeon got Nintendo Ads.
Animal Crossing New Leaf, Pokemon XY and Wind Waker HD all the time at the moment. They are even showing ads for the 2DS! Like: "Did you know? You can experience your games now in 2D!" lol After an 3DS game ad. Oh well.. There were plenty of ads from Nintendo over the time. I don't think Nintendo isn't present on TV here.
Believe me, Nintendo does know how to advertise on TV. I only really watch the History Channel, Comedy Central, Adult Swim, and CBS for football on Sunday. I've never seen Nintendo ads on CBS, I might have only seen one ad for a video game ONCE on the History Channel, but the ads for Pokemon X & Y are spammed on CC and Adult Swim, during shows like South Park, Key & Peele, The Clevland Show, etc. shows that adutls watch.
I hope Nintendo does this same sort've thing for the Wii U. I think they're just waiting for the holidays?
