In western animation, the method to get most cartoons to television, is through a pilot system. A creator puts together a pilot, usually for a cartoon compilation show like Oh Yeah, Cartoons!, or its released by the network online. If the pilot is popular enough, or the network sees its potential, its picked up for a full series, if not, it at least they tried.
So this begs the question, Should Nintendo make a video game equivalent to "Oh Yeah, Cartoons!" I heard they recently have a garage program going, so why not search for more young designers in Japan and put together all their creations in one big compilation of video game pilots. If there's a game popular enough, they can green-light it for a full retail production.
A series of animated shorts and/or pilots would be nice, yes. I don't think it's necessary, but if they can get some creative staff together, it could be very interesting, like those Pikmin shorts.
I...don't agree with any of that, since it seems to funnel every artist under a certain behavioral category without understanding the ideas of things like "talent", nor do they understand that not every artists' creative processes work the same way. It sounds like an artist saying "That's not fair!" because their work wasn't chosen, rather than objectively trying to determine whether or not that really is the case.
I'll agree it's a waste of time for Viacom because their current methods of obtaining feedback is archaic as hell, but that doesn't mean the idea itself can't work, it just needs to be greatly refined.

I'm not talking about animated shorts, I'm talking about a compilation of different minigames from various young designers in japan to serve as pilots. Any pilot that is popular enough is greenlight for a full retail production.

Then no. That'd be the biggest waste of time ever concieved. You don't just give away game ideas, especially half-baked ones. Why would they, a big time publisher, even consider wasting time doing something that would be a stupid move even for a kickstarter?
There are already "indie competions" where indies make a game in a shirt span of time, which may or may not go anywhere, but a video game is not something you can "pilot". You either have a finished product, or you don't. The "early access" and "greenlight" shinanigens on Steam are proof enough of that.

Maybe more like how Double Fine does it would be better.
People keep saying the Xbox One doesn't have Backwards Compatibility.
I don't think they know what Backwards Compatibility means...
Could be a neat idea. I'd love to see a bunch of different game concepts that could be spun off into actual franchises if the interest was there. It could certainly help liven up a company accused of relying too much on mainstays like Mario.
I wanna know why they haven't bothered getting 3D movies for the 3DS. I know Nintendo love keeping control over everything and all that, but surely they have to realise having Avatar on a 3DS XL would be awesome.
Nintendo are a colossus, why would they waste time getting into cartoons when they own video games. it's like Disney entering the console race.
That's not what I mean. I'm mainly talking about making something like Oh Yeah! Cartoons or the What a Cartoon! show, only done for video games. Basically, Nintendo would commission a bunch of game concepts to be put into a mini, playable form, compile them into a sort of showcase collection for around $10-$20. And then use Miiverse to see if there's any game that sticks out. If a pilot on the showcase is popular enough with players, then Nintendo will commission it for a full scale development. I think it would serve as a good testing ground for new IPs, as well as a way for ideas that many publishers would reject, to get at least some kind of recognition.
Making a cartoon and making a small game are two different processes. I don't think this type of idea will work effectively. What would be a better idea is to let these garage programs create smaller-scale eShop titles
