All content is locked to the console originally aquired on - unfortunately. Not only doesnt Nintendo support account-sharing or to have your own account on more then one device.. they just locks it all down to the console. If you sell your Wii U, the games are forever gone, at least for you - they are still downloadable for the new owner. Its a really bad system that Nintendo should do something about - and no they havent said that they will do that, they have only commented on that they have seen the criticism. But hopefully they will. This is not really okay. With Wii U also being in the commercial situation that it is, with basically only eShop games on the way in 2014 (and forward) they should be eager to get that going.
