Because everyone who has previewed Mario Tennis so far has had a pretty underwhelmed reaction. It's reported a very barebones affair, missing features that were even in the N64 game. Online modes don't even meet the barely-passable standards set by Smash and Mario Kart.
And I mean Amiibo Festival is just Mario Party with an Animal Crossing skin, except you need amiibos to play all of the games.
So Anakin kneels before Monster Mash and pledges his loyalty to the graveyard smash.

There isn't really any other games I would want so I just want one of these.
I'd say go with neither and wait until the Nintendo Direct. There's almost certainly something in that which you'd rather have than the 2 games you mentioned.
There must be an older game that you haven't got around to giving a shot at yet. If you genuinely think these titles look interesting then grab the one that appeals to you most after you've seen the reviews (that might tip the balance) - but I personally wouldn't buy a game just for the sake of grabbing a new release.
i'll wait for reviews, Mario Tennis has modes that kinda got me interested in the game, while animal crossing amiibo festival has me interested with Desert Island,
so i'll wait before getting the one that's the best.
surprises enough Amiibo Festival comes out November 13, 2015 in North America.

I'm not convinced about either but I'm going to go against the grain here and say that Mario Tennis looks more interesting. Sure it's the same thing again but even that's something. Still more than what I'm expecting out of the Animal Crossing Amiibo game.
Still, if I had to pick between the two.... I'd get Guitar Hero Live

I am actually excited for Mario Tennis. Team up with my amigos and play people online? Hell yeah! I just wish they'd make Mario Golf for the Wii U. I have the 3DS version and love it!
