the mask salesman in Majora is hard to beat, but the Skull Kid in Majora runs him close, and theres also the old hag in the potion shop in Ocarina.

But the weirdest has to be the soldier who dies in Ocarina. Once you've got all 3 spiritual stones and you need the Ocarina, go to the Back Alley in Market town. A soldier is there who says "I tried... to stop them. I couldn't stop him... Ganondorf..." or something like that, then Navi says "Hes not breathing anymore."

Its creepy as hell and you only see it if you go out your way for it. Perhaps he was meant to be in Market town but they put him there so most kids wouldn't see a guy die on Zelda.
