Sad thing is for these companies to be able to publish games in China they have to have backing from a Chinese corporation. Even Nintendo has had dealings with Tencent after all if you buy a Switch in China it's a Tencent Switch.

I think the same thing happens in Japan, I vaguely remember something like that being talked about by a western indie developer who needed to get a Japanese company to publish their game in Japan because of some red tape. It might have been more in the line of having to set up a dummy office in Japan like how UK business need to set up a dummy office in Europe now to still trade post Brexit than it can only be from a Japanese company.
