Driving is MUCH improved over previous Saints Row games, and GTA 4. Cars don't slide around like they're on ice. Cars have more "grip" and it's much easier to make turns at high speed. Overall, the driving has a more arcade / Burnout feel, which is good to me.
More weapon variety, and more imaginative weapons. I can call an airstrike from above, obliterating everything within a certain radius. There's even a weapon that looks like it was ripped straight from a Tron movie.
Completely customizable characters.
Characters run faster and don't die in 2 shots.
Skydiving
Smooth framerate, much better than Saints Row 1 and 2, and GTA 4.
Faster load times.
Fight gangs and take over their turf.
CONS:
City isn't as big as Liberty City (GTA 4) or Stillwater (Saints Row 1 and 2).
Cars don't take much damage. I can slam into a wall going top speed and the car just stops, with hardly a dent.
Story is absolutely crazy and nonsensical, and the game's atmosphere seems very cartoonish.
When using cheats, vehicles go straight to your garage, they don't simply spawn next to you on the street.
No lock-on targetting. Booooo!!!
Few radio stations, with little variety in music choices.
No "talk radio" or commercial parodies.
Can't watch fake TV shows.
GTA 4 PROS:
Huge city that feels alive, with tons of missions to do and things to interact with. You can even go on fake web pages in an internet cafe!
Takes itself a little too seriously, but more mature storytelling is just what this series needed.
When using cheats, vehicles appear next to you wherever you are. This eliminates long treks to and from your garage.
Lock-on targeting makes shootouts much easier.
CONS:
Driving is too sluggish, and cars slide around like boats. There isn't a sense of speed like in Saints Row The Third.
Incredibly long load times.
Choppy framerate.
No gangs to mess with.
Everything is dull gray and brown.
And those are my thoughts. What do you guys think of the two games / franchises?

The Red Dead games (Revolver and Redemption) and LA Noire both had serious storylines, and they were acclaimed for that very reason.
Anywho, I'd go with Saints Row 3 because it's more about fooling around than anything else, which, as far as I'm concerned, is the very point of a Sandbox game.

Play Saints Row The Third sometime. The driving physics are much better. The cars have more "grip" and don't slide around like they're on ice, plus they have much faster acceleration and higher top speeds.
You can't really compare GTA4 with SR3 Yes, their both city filled sandbox games but, with completely different gameplay and story, and not to mention the age difference between the two.
GTA games are alot more darker and serious game with more depth into the city and characters. As for SR3, it takes the spin on the whole GTA's foundation and put a shade of light/comedic tone for the game.I I admit that SR3 is an all around better game then GTA4, with an much more enjoyble gameplay, a story that doesn't drag, and bring fresher and newer things to the sandbox genre, GTA4 was a big game but very flawed, with a ton of learning curves. But, that can all change too with GTA5 comming soon. After all, GTA4 is already an old game and it was a beginning to this gen sandbox games.

Again that's more of a problem with what rockstar was going for, The Physics's and driving are pseudo realistic which is why most cars don't get that sense of speed and turning can be off depending on the car. Its not really a problem with the programming but the design being made to match real life as closely as possible.
That's one of the reasons why I still go back to San Andreas when I want to play 1-player GTA. (have it downloaded onto my xbox )

Barely. San Andreas was just a perfect sandbox game though.
No reason? Over the top madness that brings tons of fun for the gamer to experience is what GTA was all about. It seems Saints Row took that aspect of GTA and totally exaggerated it.

Is that a good or bad thing? That's the point of the Saints Row games, especially SR The Third.
