Topic: Question about buying 3DS with digital games on it

I ordered a used 3DS with some digital games on it. Is there a way to tell if the games on it were officially purchased from eShop previously or are pirated ROMs. I did notice apps with FBI and Homebrew launcher. Would I be able to tell if the games on it are authentic copies? The icon for the games look like they are eShop copies but I don’t know how to confirm, maybe check to see if they can be redownloaded on eShop?

Also with used 3DS sold with pre installed games. Given the seller was the owner and the purchases were tied to their user ID? Can they deactivate the digital games after selling it?
