yup, pretty much. But my vote for most annoying goes to the "2K Insider" from the NBA 2K series. He never shuts up, never says anything useful, and has been saying the same things for years.
But Tricky, that damn dinosaur from Starfox Adventures wont shut up! He follows you almost everywhere, and every few minutes says something like
"Dum de duuum!" "Bad guys!" "Wait up Fox! "Where are we going?"
Now, all Navi said was something like "Hey!" or "Watch out!", and you didnt necessary have to listen to his information. All the interruptions on Deku Tree was justified, because its more or less a tutorial dungeon.
There's also Otis from D*BEEP! BEEP!*...excuse me, I have to get this.
Campbell from the Metal Gear Solid series has always annoyed me with the lack of information he gives you. He always says he isn't holding anything back, but you know he's just lying again.

The annoyingness factor of Navi was tied more to gameplay elements (shouting a bit too often) than the character itself.
