I wouldn't worry too much about trying to procure the GBA games as you'll be able to obtain Pokémon from earlier generations in newer games (assuming that you still play current Pokémon games).
You'd likely be better off with a DSi XL. I regret not grabbing one when I had the chance as I only have a DS Lite among the original DS family, and 3DS models either upscale DS games (which looks ugly), and while there is an option to play DS games in their native resolution, they only take up a small amount of screen space due to the higher native resolution of the 3DS (which is also not ideal).

As someone who has previously owned a DS Lite and currently owns a DSi XL, the DSi XL is the superior choice if you don't care about the GBA backwards compatibility. Bigger screens, better battery life, more pre-installed applications, and better online capabilities make it the better console for DS games, plus the added library of DSi exclusives (and, if you get lucky buying one, pre-installed DSiWare from the last seller).
