A few questions I could not find answers to, so;

1. Regarding the switch to Micro SD cards, is the limit still 32GB? I'm aware the limit on older models can be made to 64GB by changing settings, but asking about Micro.
2. Is the game/app download limit still at 300? You know, only able to have 300 on the menu at.
3. Transferring from SD to Micro Nintendo, how are Nintendo going about to doing this? I heard there were multiple ways but just making sure.
4. Backing up wirelessly to a Windows computer. Just for gamesaves or will it back up your download games too should the worst happen to your New 3DS? Also, simple to do?

Thanks in advance to whomever answers these. XD

1. The limit is only there because the default Windows drive formatter won't let you format any SD card past 32GB to FAT32. Most 3rd party formatters will let you. I'm currently using a 64GB microSD with an SD adapter in my Old XL, and it works just the same as the stock SD, if not faster.
But the short answer is yes. The official 32GB limit is still there.

2. Don't know for sure.

3. Easiest way would be to put the microSD you want to use into a micro-to-regular-SD adapter, and put that in your 3DS. Just put all the files from your old SD card into the microSD using your computer and it should work fine.
When transferring data once you get your N3DS, choose "transfer via PC". Then, instead of needing a PC, just take the microSD out of the adapter and put it into the N3DS. Simplest transfer ever!

4. Should the worst happen during the transfer - which it shouldn't if you have any inkling of what you're doing - you're hosed. No amount of backing up can restore your saves. Nintendo customer support is really helpful, though, and will get you back your games at least.
As far as changing SD cards/transferring via PC goes, it's literally:
1. drag and drop all files from old SD card to PC
2. drag and drop all files from PC to new SD card
3. there is no step 3; you're done.
Ridiculously simple, just as it should be.

I have some questions as well.

1. Is the micro SD card that comes with the New 3DS XL the same storage size as the one that came with my original XL? I'm not sure if I need to upgrade since I don't download many retail games, but more space may come in handy for the future if I decide to.

2. I know the micro SD is a bit harder to access on the New 3DS than the regular SD is on the older models, so if I decide to get a new micro SD card can I put it in before I even start a system transfer? I'd prefer not to swap cards out if I can help it.

3. Can I simply transfer what is on my current SD card to the micro SD while it's in the new system during the system tranfer? Do I have to transfer using a PC at all?

Beep.
That is all.
