If you like the idea of having Solitaire on your 3DS, then sure.
If not, then no.
I found it to be a decent time waster for when I was meant to be studying for exams but it's nothing special.

I do like Solitaire... What about game mechanics, options, background, music, etc? Anything good there?

It's just your basic Solitaire with Klondike 1 and 3 (no Spider Solitaire like Knuckles mentioned unless I'm somehow completely missing something), three backgrounds (with music that is fitting enough) or you can set your own 3D background.
If I recall there's a few different options for the picture on the back of the cards too.
Not really any other options besides from that.
As far as scoring goes I'm not an expect on how Solitaire is scored, but you get bonus points for getting a few awards which are easy enough to get each game, but are a bit of an annoyance more than anything else I found if you're bothering to try for high scores, but don't really have that much impact on things.
I also found that more often than not the last card in the deck would be the Ace of Clubs (I think it was Clubs) and quite often the second last card would be the 2 of Clubs, sometimes the 3.
I played enough games to come to the conclusion that it wasn't just a coincidence and when I contacted Zen about it they just went on about how they use a random number generator and dismissed it completely.
Besides from that, it's just Solitaire, on the 3DS, with pointless 3D backgrounds.

can someone tell me if the music can be turned off in this game? i dont like listening to music on games like this but i still need the sound effects. will buy as long as thres an option to turn off the BGM.

I've been finding myself playing this before bedtime each night and I actually am liking it If you like Solitaire then grab this up, has a few more bells and whistles than the other Solitaire offerings on the e-shop. I still like 3-D Solitaire, tho.

Freelance

No sense to get a 3D Solitare game when you can get similar DSiware games for cheaper. Why do you even need a card game in 3D anyway?

i play a lot of '5 in 1', whilst waiting for appointments, etc. the only problem is i keep seeing the same games over and over again. i do need a new solitaire game, but 3D is not sounding like the one i want. must keep looking, lol.
