Zekrom, victini, reshiram, and kyurem are programmed so they can NEVER be obtained legit shiny. The ONLY reason why there is shiny sprites is so any hackers with an AR don't crash their games trying to get them. I'm not sure why gamefreak didn't want players to obtain them shiny IMO that's pretty dumb..
The other legendaries can be obtained shiny legit VIA events or random occurence.

Yeah thats hax. Pokemon without a doubt is the most hacked fanchise out there Infact I hacked platinum,diamond, and black like no tomorrow. You can easily just buy the action replay at a walmart or gamestop even to do so. I don't know why they can't be shiny, it was a dumb move by gamefreak IMO.
If you read the trivia on victini on that bulbipedia it'll tell you the same thing.
