I'm just casually playing Mario Maker 2 in handheld, making a level, and suddenly Mario starts moving down. I move the joystick back up again, but then he can't stop going up! I try and calibrate it, but the cursor in the calibration process won't move a muscle even though the settings showed they were inputting up and down when I wasn't pressing. What can I do to fix this? Can I even fix this?

It's known as the "drift" issue. It's fairly common, personally I'm on my third set of joy-cons in less than two years. There are several Youtube videos with possible fixes.

Geez. Joy cons really are one of the worst controllers Nintendo has ever made. 3rd set? That's insane.

It may be a problem that has been corrected over time. My first two lauch joy-cons not only had the drift issue, but they also had rail issues. I would have to slightly offset the joy-cons (rather than fully connect them to the Switch) for them to charge properly. There was some obvious wiggle space while the joy-cons were completely seated on the Switch's rails.

However, this newest set of joy-cons are completely flush, no wiggle room. One of those classic manufacturing iterations that go largely unnoticed perhaps? So I'm hopeful that these will last longer than the earlier iteration.
