You don't need to actually roll credits to challenge him. I was able to challenge him AS SOON as I completed the glitz pit a second time (which I did during the interlude after finishing chapter 4) he sent me a message challenging me as I was on my way to the boat

@ButterCashier I beat him at level 15 and only got 13 star points. So I think he was just never intended to give very many star points
