Last week, Nickelodeon All-Star Brawl said it was going "back to the lab again" to share some new character news.
Jenny Wakeman (My Life As A Teenage Robot), Hugh Neutron (Jimmy Neutron) and Rocko (Rocko's Modern Life) are the latest character announcements for the game. Jenny is available now and will come with an alt skin. And below this is her moveset:
These characters are all "premium DLC" (aka you'll have to pay for them). Hugh will be available in the Summer, and Rocko will follow this Fall. They follow on from the addition of Shredder (TMNT) and Garfield.
The official Nickelodeon All-Star Brawl account has also shared the latest patch notes for the game. They include general changes such as fixes and balance adjustments for fighters:

Why mediocre Smash when you can Super Smash?
A shame that these characters are locked behind paid DLC, considering how "cheap" the entire package was.
...but I did want XJ-9 in the game, which I'm having fun with.
Aaaaahhhh yes! So glad the hint really was XJ-9. Though surprisingly, were getting a Jimmy Neutron character too? And it's... Hugh?
Rocko is also fantastic, though I have no idea how he'd play.
Didn't expect Jenny but definitely cool to have her and Rocko. Keep wondering about picking the game up next time I see it on sale, that might tip it.
@Silly_G I'd say for variety. I love Dragon Quest, but I also like to have slight variations in the JRPG genre. There's no reason why someone can't play Smash and All-Star Brawl.
I never really got into My Life As A Teenage Robot back in the day. But Rocko, I might just have to get this game because of him.
@link3710 Before launch, Hugh Neutron was this game's Waluigi. That, combined with his VA having said that he'd be willing to do the voices during that period is probably why he's in before Jimmy.
The legend himself, Hugh Neutron has arrived. That’s amazing. Also really like Jenny being in the game as My Life as a Teenage Robot was always a favorite of mine as a kid. Rocko is cool too even if he wouldn’t have been my next pick, personally. Some Angry Beavers love would have been my choice but Rocko is still awesome.
Overall, really cool additions and I’m tempted to pick this game up now considering how cheap it goes for. I’m hoping they release an update with voice-overs for the characters. They don’t need to record new voices, just use lines from pre-existing episodes of the show. That would definitely push me over the edge and purchase the game with the DLC.
MLAATR was a really underrated cartoon back in the day.

As someone whose username comes from Rocko's Modern Life, I'm happy that he is joining. although I think Ed Bighead or Heffer would have made a better fighter (Peaches also could have been the "Nigel Thornberry/Hugh Neutron" equivalent of the Rocko cast.) Jenny/XJ9 is a really great choice as well. Hugh Neutron is definitely surprising, and honestly highly meme-y, but I'm glad a Jimmy Neutron character is finally joining.
That said, it'll take a lot more than that to get back into the game. I didn't play it more than a couple days for a variety of reasons, but the biggest is lack of voice acting. I pin that reason on Nickelodeon more than the devs because it's not like the former is lacking capital.
Grabbed this one on Steam with an Eneba code for about 4 bucks. It's totally worth 4 bucks

Super happy to see Rocko! Definitely one of my favorites as a kid. Hugh is also an interesting pick! Good to see this game still ticking!
It's nice to see this game getting closer to something I may someday need to buy. It's a wonderful concept it just needs more characters and polish and it seems they're delivering both frequently.

The campaign bloody worked, Hugh actually got in. Memes are a powerful thing.
NASB is still a really cool game though, despite what the internet would lead you to believe. Is it perfect? No. But it's still an extremely passion-driven game that you can tell has had a lot of love put into it. It may not be 'The Next Smash Killer?!?!?!?11/11!!1' but it's still pretty rad.
This is a nice effort. I may get it in a sale at some point but there’s just too much to play. Some voice work would get me tho. The game could use some new modes as well but the mute characters is the biggest glaring omission for me.

Surprised by Jenny, My Life as a Teenage Robot is such an underrated show, having Rocko is cool. But Hugh Neutron? Really? As a Jimmy Neutron fan who's favorite character is Jimmy himself, I'm genuinely disappointed.
Guys it costs 4,99 to get Jenny , it costs 11,99 to get the other two as well in a pack. its not free.
Remember in the last comment section when I joked that if a Fairly Odd Parents character was added it would be Timmy's dad and not any of the main cast?
Well, that just happened for Jimmy Neutron. Lol. I was kinda joking, but this just proved my point. That's probably what would happen.
Rocko is one of my favorite Nick shows so it's cool the best wallaby is in.
That said, the game isn't even worth $12 to me due to no voice acting, let alone that much for 3 silent characters.

The lesson of My Life as a Teenage Robot: If you have a good idea for a cartoon, don't send it to Nickelodeon.

Because the game is a better technical fighting game (I can't believe I'd say that of a nickelodeon game, but it's true). These days, you don't play smash to wave dash, for example, because it's supposed to be more accessible to the general public.
Even more, the game adds some clever controls that should be in smash, such as holding down a shoulder button to move backwards while facing your opponent.
If you want the more competent fighter with less content, this is actually a solid, if somewhat unbalanced, choice.
Again, I never thought I'd say that of a Nickelodeon game over Smash , but this is the era of Smash we live in. . .
I will wait on a GOTY version. I just want them to add Asami anyway.
I haven't even played it, but I was genuinely surprised that Jorgen von Pyton or Vicky is not in the game.
Edit: I remember now that fairly OddParents were at some point also on Disney channel, so maybe it wouldn't be so simple.
Sadly this game just isn't worth getting when you have access to Smash on the same system.

The no voice acting in this very specific title is such a deal-breaker. I want to hear Nigel say "smashing" when he does a finisher.
The fools at Lucdocity added the holy nick trinity. The Fan favorite (XJ9), the meme (Hugh "Shadow Realm" Neutron), and the old school (Rocko).
The next logical step is to keep this trinity going with: El Tigre, Dora and, Rudy and/or Snap.

Picked up the DLC and I'm surprised that they got the cartoon's aesthetic to work in 3D. MLAATR's art being based on two super specific shows that have designs super NOT built for 3D, being itself a Nick copy of CN's Powerpuff Girls and their own inspiration from Astro Boy, them each having realized they have really awkward attempts at figuring out how their nonsensically-shaped bodies work in 3D, I thought for sure XJ-9's weird geometric "chin" always stabbing out like how Mickey Mouse's ears are always in profile would either looks like she has a jagged polygon on her face or else they would compromise with giving her some serious lockjaw.
But....the model looks really good in action. Huh. Well done Ludocity. This might actually be their best 2000's character rep in the game so far. Poor Aang and Danny just look weird.
@Kiwi_Unlimited NASB still has some jank that makes the gameplay flawed. Smash is still better.

Yeah.. no voice acting so idc.. I’m not even tempted because of that.. I consider this to be an unfinished game until then.. idc if you brought Johnny Bravo, Aqua Teen, Space Ghost, and Squidbilles in with a Cartoon Network mashup.. no voice means a very dull quiet experience
