Update #2 (Mon 26th Jul, 2021): Coming ten days after the Streets of Rage 4 DLC launched on other platforms, it's now finally available to purchase on everyone's favourite handheld hybrid console family. Dotemu's Executive Director Cyrille Imbert had this to say in a press release letting fans know the DLC blockage on Switch has now been fixed:
We want to take this time to first apologize to our Switch players - this should not have happened and we are tremendously sorry to have kept you waiting. We appreciate every single one of you for sticking by us, and can assure that we will work diligently so that this never happens again.
Update #1 (Fri 23rd Jul, 2021): Publisher Dotemu has tweeted to let Switch owners know that the DLC won't be available until next week at the earliest:
While this is obviously disappointing for players desperate to tuck into the DLC, perhaps reading our hands-on impressions might help the wait go by that bit quicker. Painful as it may be, the wait will be worth it...
Original Story (Fri 16th Jul, 2021): Streets of Rage 4 has plenty of eager fans, so the launch of today's major Mr. X Nightmare DLC has been well anticipated; it'll add a survivor mode, three new characters and new moves to spice up the game. Unfortunately publisher Dotemu has hit a problem and it's not arrived as expected on Nintendo Switch; it seems to be the only affected platform.
The publisher has issued a statement implying a fix isn't exactly imminent, but it's hoped to be coming in the 'following days'.
We'll keep an eye out for an ETA on the DLC being available on Switch, at present it simply isn't on the eShop in any form. Hopefully it won't be too long.

I was just about to purchase the DLC when I noticed an error message pop up on the DLC page. I went here expecting to see if they released it already, and yeah it turns out that this isn't just an issue on my end.
Legitimately wonder what the problem is that's causing this?
Maybe it's Nintendo's old crusty servers that they haven't updated unlike every other company.
@SwitchForce Half of it's free, the newer character palette swaps, training mode, Mania+ mode, and some new health items you can customize are included in the new update.
But survival mode in addition to the playable boss characters, you have to purchase for $7.99
Ran into that as well unfortunately. Hopefully it will be fixed soon.

Dotemu should be penalized for treating Switch this way. Most games today run on similar hardwares and engines and we are not speaking huge feats like running Doom Eternal on Switch. Switch is the most successful console in the world right now and should be treated with more respect. Dotemu should be sued for slacking behind and letting many Switch owners waiting behind when others can already play. This is inexcusable DOTEMU!

I wish Nintendo would assist Dotemu, then surely this could be solved in hours instead of days.
Fortunately, I have Xbox and Playstation to supplement my Switch. I'll probably just wait on this as I bought it on Switch though I could play it on GamePass. But that would require an extra purchase for the base game when it's inevitably removed from the service someday.

They did mention this troubleshooting will take some time, so that gives me the impression that the Eshop isn't up to par with the PS store or the Xbox store.

This is happening way too often now.
It was one thing for games to be released later on Switch, and announced as such. Now we've got DLC and games that get a release date and are magically unavailable when all other systems are good to go.
Whether it's down to incompetent developers or horribly flawed Nintendo background systems, they need to get it sorted out. I don't care who's at fault, I just want them to figure it out and fix it.
@russell-marlow there are many developers that have published dlcs without problems on the eshop, only dotemu seems to have this problem...also I think, but I'm not too sure, they have never published a dlc on switch, sooo...
Will get the full Pakage on Gog because i have it physical on Switch.

@NeoDragon it’s interesting it didn’t happen on Ps4/ps5 or xbox. Switch delays from 3rd parties are too common to ignore. Most likely they just left it for the very last and now need to buy time.

I work in software development and all I can say- if two out of 3 consoles have dlc developed in time and one doesnt, something is wrong, no matter if some work is outsourced or not, this is about priorities and proper planing. All I say is that the dlc would be here in time with decent management.

This could easily be Nintendo's fault and their slow review process. We do not know, but it's sounds like it from what the developer says.
Yes, you can probably make a better plan, but some things are not easily planned.
If Nintendo's review process is taking them longer than usual and as expected, what can you do as a developer? Should you wait with the release on all platforms or just say "screw you" Nintendo?
I would definitely not wait for Nintendo.
If it is Nintendo who are to slow, we should just blame them, when other industry rivals are much faster at this process.
Again, we should not blame anyone, until we actually know who are responsible for this delay. Your first comment is absolutely inappropriate, when you do not know what is actually going on.
The developer has in the past really put the Switch version of this game before other platforms. So I would not assume it's their fault, but of course I can't be sure about that.
Reminds me of early 2021 and me eagerly awaiting the stardew valley update. Though I’m not personally interested in this I hope that it gets approved soon.
It’s a shambles in all honesty, the DLC is there on the Nintendo eshop server as people with review codes have been able to download it and play it. It’s just as if there’s a bad link on the eshop. Seriously, it’s going to be the best part of 2 weeks after the initial launch date before we get it.

Yup, this is on Nintendo and I don't intend to double dip now. The team gets my money from the purchase of the DLC on PS4 and Nintendo loses a sale. Hitting 'em in the wallet is the only way these companies learn but Nintendo will probably take the wrong message like it usually does. 'Nobody wants the DLC,' no morons, they don't like having to wait longer than necessary because of something easily solvable on your end.

On top of that, Dotemu has been one of the few out there that treats Switch well. Heck, the first console TMNT: Shredder's Revenge was confirmed for was Switch. What's going on here is clearly an issue on Nintendo's end.
@0nett being abusive/aggressive is uncalled for. You may disagree with Znake’s opinion but you don’t have to attack them. They aren’t attacking you directly but just venting their frustration at what they perceive to be neglect for Switch gamers which happens with some developers.
@Znake I think you might be off the mark slightly with this one. While it might be the developers fault (they may have misjudged how long the approval process takes) it could equally be Nintendo’s fault. All we know is it is out of the developers control right now and they are disappointed with the outcome as it seems they wanted to treat all parties equally and fair play to them for that. It just didn’t work out this time.
I recall when the game launched, it was the XBox that got the short end of things as that version launched with an earlier version of the game that was missing features. The first update to add those features also took longer than intended.

@Moistnado I got way more mileage out of Fight n Rage, which was released at a similar price. 50+ hours on that and I still like to play through it from time to time even after beating all the paths. a SOR4 I was kind of sick of it by the time I finished it just one time (couple of hours maybe).
@RetroOutcast I was really put off by the art style but gave sor4 a chance. It's hard to be flexible with my expectations when they charge slightly more than the maximum you'd expect to pay for a little game like this.
@Moistnado I actually liked the art style. It just felt really unbalanced compared to the original games...just made me want to go back to SOR2 after the credits roll.
Maybe FnR has kind of just ruined other games in this genre because of how much it gets right, lol.
@RetroOutcast it doesn’t seem very mature to start an argument with an insult, nonetheless, the mere fact that Dotemu apologizes for the delay- not Nintendo, shows that the development was not outsourced by a third party, and that Dotemu accepted the blame. Anyways, from a pure business point, it would be only fair to release it on all platforms at the same time. (Good restaurants always bring food for all customers at the same time, since it’s rude the let only one on the group eat, while others watch, and keep waiting. This is business, Nintendo is a big player- I feel many companies do this on purpose so that people buy the game twice and know that if they first release it on home consoles, people will want to have it portable afterwards anyways- but this is just my business estimate that could or could not be valid- just from business model perspective it would make sense. It is however, quite unfair to us fans, who preordered the game, and have the same right to play it at the same time as others, since not all gamers have both ps4/ Xb and Switch. People need to raise their voice to show this is not an OK practice.

I'm afraid it doesn't appear to be live/available in every region... After updating the game, starting it and clicking on Mr. X Nightmare, then the button to go to eShop, nothing happens... Clicking it repeatedly, there is error code 2164-0204... This is beyond frustrating, after waiting over a week. I've looked on Dotemu's Twitter and I see I'm not the only one experiencing what seems like ANOTHER issue...

I’m in UK, just downloaded it and it’s working fine. You need to let the system download the SOR4 update then go back into the game, click ‘Mr X Nightmare’ which takes you to the eshop to buy it. Used my gold points and with the discount it cost me £4!
I will not buy a dlc for a retro inspired game. What are they thinking?
@dr-gorgo It's been a roaring success on every platform with both newcomers and nostalgia fuelled old people like me begging the developers for more playable characters, more enemies, more content pretty much since day one, so I reckon that might have featured in their thought processes.
Yep, still not working in US. Updated the game, when I try to click from the DLC menu to go to the shop it does nothing, and then eventually gives me an error. Just, wow… How about a discount for Switch players when this finally works 🤦🏻♂️

Just did the update but still can’t get the DLC. I’m using the NA eShop. Why not make the DLC pack available for purchase on the eShop like all other DLC? Why be forced to go through the game? It’s like the button to go to the eShop from the game is broken.

I was playing on ps4 the other night. Shiva is an amazing character.
Just downloaded the new patch... and can't purchase the DLC.
My patience is at an end and I'm deeply disappointed.
I hope Nintendo gets the blame for this because they took 3 days to approve of this and still nothing.

I bought the game for the second time on Steam (originally got the Switch physical version) since I want to support the devs and the game itself. $20 and I got the full game plus the new DLC. So glad I did since the Switch DLC has been a nightmare so far.
Same issue as those above - Just updated to 1.0.7. Will not allow me to purchase from the link in the game, just a repeated punch/kick sound effect and when pressed enough, an error message. This is hilarity at its finest. It's like a never ending April Fools joke.

I just bought SOR4 yesterday and if I like it enough I will get the dlc, Max Thunder is one of my favorite characters, it just feels so wacky using a huge wrestler to beat up dudes.

@SkullDragr Thanks.I did exactly this earlier and it didn’t take but this time it worked like a charm.
The solution I followed was to change the eShop location (along with your location on Nintendo's main website) from where I am back to my home country of UK. The only issue with this is you will need a points card or a method of payment for the country/region in which the eShop is set (in this case, the UK). PayPal or credit/debit cards from countries outside of the set location don't seem to work.
Hope this is useful for anyone still having problems.
DLC finally downloaded! Yes!
Has anyone else had the game freeze after dying in survival mode.
I had a lot of pixel artifacts in Survival and first, I thought it was part of the mode, but by the second or third level in it was in the whole image so I couldn't see anything of the characters and such. Very Strange.
@Indielink please do not interpret fair business with evil intentions. I am speaking about responsible, fair behavior, and respect to a company that deserves it, because the actions the developer took were inappropriate and hurts its reputation. Imagine you have your bills to pay, and your boss payed your coworker 10 days sooner-sometimes people get in debts for such reasons. Actions like this can reshape the market, fan communities. If you ever work in higher management you might understand. Some people just see things as consumers only, and disregard the deeper issues and consequences in such system.
@Znake And again, you are continuing to assume this was an active decision made by Dotemu to delay the DLC. This has nothing to do with inappropriate actions and not being respectful and everything to do with a technical or software issue. The DLC was intended to release on Switch at the same time as other platforms. Dotemu has an excellent relationship with Nintendo and its community, going as far as revealing games for Switch before other platforms. Also, please feel free to remove the condescending attitude.

@Indielink intentions don’t count, but real actions. Maybe you didn’t understand what I was saying-is it wrong to release on all platforms equally? So the other two consoles would wait? That’s fair business. I do t see anything condescending about what I said. All mentioned things were reasonable. Sometimes I feel that some people do not even care for facts and just keep lobbying these chats instead of listening and responding with previous understanding.
Did anyone notice that all characters in SOR4 can change the skin tone except Adam and Cherry? That’s odd.
@Znake So you would ask that they hold the release back on all platforms because of an issue with Nintendo's validation process? Because that then messes up their relationship with those platforms and fans. They apologized, kept fans updated, and then offered a decent discount for a few days when they got it working. Pretty class way to manage it honestly.
@Znake - Haha, you got me! I was disappointed reading that article today, “Grand Upper” is a much better name in my opinion. NL could probably do an entire article on what people thought the characters were saying in SOR2.
@Znake that's because certain groups would probably send death threats to the developers. I know that's a bold assumption to make but...I get why they made that decision.
