I finally downloaded Megaman 10 and found that I was still able to purchase the DLC such as Bass mode and the Special Stages despite Nintendo WFC being killed just under a year ago. I wonder if other games have the same setup.
WFC is gone but not the shop. If you could buy the game, you can still purchase the DLC unless it was removed. There is however one game that can no longer be updated through supposed DLC: Alien Crush Returns. Certain features were unlocked by supposedly downloading free DLC that the game checked every time you booted the game up by checking WFC. The reason for which I say "supposed" DLC is that it seems it was already in the game and it was time triggered upon purchase but it needs to successfully make a WFC connection that is impossible today. Another game that had WFC-dependable DLC is WarioWare, the DLC was free.
I think the rule is that if the DLC was free, is no longer available. If it was pay DLC, it is still available.
