When Nintendo came to us, and said “we would like to take this Japanese game called Panel de Pon, and rename it Tetris Attack, I’m saying, “it’s not Tetris”. But my partner’s saying “but it is money!” So, uhhhh, so, we, I, reluctantly agreed. In retrospect, we should never have done that. I don’t think that’s a good idea. It dilutes the brand, it’s like naming another cartoon character Mickey Mouse just cause you need the money. It’s just a bad idea. So I wouldn’t do that again.
This pretty much says that there will never be a game called Tetris Attack released again and also pretty much the final word for all those asking if there is some way of aquiring the Tetris Attack name again for its release on the VC. If Nintendo wants to release the SNES game on the VC, they'll definitely have to either change the title or release Japan's Panel de Pon game.
The sad thing is, Tetris Attack is far better than any console Tetris game. If anyone should have been worried about tarnishing their brand, it's Panel de Pon for aligning itself with Tetris.

Not that I dislike Tetris, but Puzzle League is far better.

I think we pretty much know that the person regretted that decision. However, you did confirm that Tetris Attack will never be released under it's original name. However, releasing it is not impossible. They can always give us the Japanese version of Tetris Attack which was called Yoshi's Panel De Pon and release to us for 900 Wii Points without any translation whatsoever. Yes I will put up with Japanese words that I will never understand. I did with Bomberman '94, so this will be no exception. The only Japanese games that need translation is RPG's, which is why we'll probably never see the other NES Final Fantasy games or Final Fantasy V.
