A list of big games on VC either in Japan or EU or both but not yet on VC in NA that I can think of: 1. Pilotwings (EU) 2. Super Mario Kart (JP) 3. Super Smash Bros. (EU/JP) 4. Phantasy Star (EU/JP) 5. Final Fantasy (JP) 6. Final Fantasy II (JP) 7. Final Fantasy III (JP) 8. Final Fantasy IV (JP) 9. Super Mario Picross (EU/JP) At least nine big games. The only big games that I can think of that NA has that's yet to come out in EU/JP are Super Star Wars and Super Empire Strikes Back. It's time to boost up the VC releases.
We aren't going to get FFII and FFIII because they were never fully translated, y'know. Other than that, your list is pretty solid. Except you forgot Devil World, which is available in both EU and JP. Also, there's a nice NA/EU comparison thread you can discuss this in, though I admit it doesn't include the JP stuff you're talking about. It's good for a refresher on what's available in the two regions, though, because it's updated fairly regularly, I think.
My Backloggery Updated sporadically. Got my important online ID's on there, anyway. :P
It would be nice to have Super Mario Kart again in my collection. When I got that for my birthday as a kid I played that for about 9 months straight without regard to the time. I would seriously do my homework on the school bus just so I could get a head start on Mario Kart. I think i was in 6th grade at the time lol dang that was a really really really really long time ago.
You can cut Final Fantasies 2 and 3 off that list because I assure you that we'll never see them in the states. I'm also pretty certain Marios Picross isn't coming either. I'm not sure what Nintendo is waiting for with Smash Bros. and although I'm certain we'll get it eventually I'm not so sure it will be any time soon. In fact I'm going to state right now that I think North America will see Super Mario Kart before Smash Bros.

Why do you think Mario Picross won't be coming to the NA VC?
Axelay (NA/JP/AU) Bases Loaded (NA/JP) Bravoman (NA/JP) Elevator Action (NA/JP) Genghis Khan II: Clan of the Gray Wolf (NA/JP) King's Knight (NA/JP) Life Force (NA/JP) Lode Runner (NA/JP) Metal Marines (NA/JP) Milon's Secret Castle (NA/JP) NES Play Action Football (NA) Ninja Gaiden II: The Dark Sword of Chaos (NA) Ninja Gaiden III: Ancient Ship of Doom (NA) Powerball (JP/NA) Nobunaga's Ambition (JP/NA) Ordyne (JP/NA) Romance of the Three Kingdoms IV (JP/NA) Star Soldier (JP/NA) Super Dodge Ball (JP/NA) Super Star Wars (NA) Super Empire Strikes Back (NA) Super Turrican 2 (NA) Temco Bowl (Both NES and arcade versions are NA only) The Legend of Kage (JP/NA) Uncharted Waters: New Horizons (JP/NA) Zanac (JP/NA) ...as well as over 200 JP only games (like Super Mario Kart)
I know alot of the list is crap, but there's alot of gems in there as well!
I just think that if Nintendo had intended on releasing Mario's Picross in North America, they would've done so by now. That game came out in Europe what, like over two years ago? I think we got the raw deal on it but so is the way of the corporate beast I suppose.

Also, despite there only being five games difference between the two regions, it seems like America has a lot more catching up to do to Europe than Europe has to with America. Most of the games released on the VC in America that we haven't got are ones we can live without ever appearing here. I'm not bragging about getting the better games, I'm just surprised really.
What about Shadow Dancer? Don't forget all those Namco arcades. Also, I've waited 2 years for Mario's Super Picross since the import section arrived on VC and I still want it.
Mario's Super Picross was released in co-ordnance with the Hanabi Festival in Europe.
QUEEN OF SASS
It's like, I just love a cowboy
You know
I'm just like, I just, I know, it's bad
But I'm just like
Can I just like, hang off the back of your horse
And can you go a little faster?!
Personally I've given up on VC in North America. To have us waiting this long for Smash Bros. is inexcusable and frankly I've just stopped caring. Had Nintendo actually made an effort and released more first party games more regularly, like they are everywhere else, perhaps I'd still be interested but the fact is they haven't released one sinse May over here and there aren't any signs of any in the near future. Especially at the snails pace they've been adding VC titles to the service.
On the plus side we have been getting decent 3rd party titles, for the most part, but they aren't anything anyone else hasn't gotten already. I think the truth of it is that North America has become Nintendo's whipping boy, at least as far as Virtual Console is concerned.
