I personally like the SNES version (which is actually almost identical to the Genesis version) because of the 16-bit colors, but it's nice to be able to see the whole screen at once, so I think I'd rather have the arcade version, especially if it's Championship Edition where it's really fast.
Actually I would argue that Tengen's version of Ms. Pac Man for the Sega Genesis is the best. Not only does if feature tons of new levels like large, mini, and weird; it has co-op play with Pac-man and the option to turn on Pac Boost. It really is the definitive version of the game.

The only version that can be released is the arcade version since none of the ports are even owned by Namco! Ms. Pac-Man is one game I'd expect to pop up if Namco were to confirm a 3rd batch of arcade games for Japan. It should be put on the western VC shops along with Pac-Man because this year is Pac-Man's 30th Anniversary.
There were two versions of Ms. Pac-Man for the NES. Namco developed a separate, and rarer version (very late NA-exclusive release). Pac-Man, however, was the same game, as Tengen licensed Namco's Famicom port.
I seem to recall that Midway created Ms. Pac-Man internally without Namco's permission (they were the licensed distributor in the USA), showed it to Namco and they liked it so much they bought it.
Of course I could be totally wrong on that, but I remember reading it somewhere...
Correct, Sean. Ms. Pac Man started out as, essentially, a modified hack of Pac-Man called Crazy Otto (with different sprites for the characters). The programmers showed it to Midway (who distributed Pac-Man in the US for Namco), Midway snatched it up, changed the sprites (back) to fit it to Pac-Man and released it. After some legal issues and/or battles, Namco got the rights to the game (not sure if it invoved any actual legal action or just some negotiations/threats).
EDIT: there was recently a good article detailing the whole development and history of Crazy Otto/Ms Pac-Man; i think it was in Game Informer a month or three back.
