@Rhansley64: Um, the game hasn't been released in Japan yet, plus there has been rumors of legal issues, so I would rule that out as the 350th title if I were you.
@Rapadash6: Actually, you're incorrect for the most part. We were notified that Super Mario Kart would be released on the Virtual Console on November 23 last year and it did. Also, I believe Super Smash Bros. did get an ESRB rating a week before it got releasd on December 14, 2009.

While there are some expection to the rule to where games with no confirmation like Zoda's Revenge: Startropic and Indiana Jones Greatest Adventures has gotten released on the Virtual Console, it is not a good idea to get your hope up for that particular game to get released as this 350th title. Also, I doubt a surprise title has gotten released on the Virtual Console.
Who knows? Maybe the 350th game for the Virtual Console will be a surprise game? A game that had not been rated by the ESRB or OFLC or other video game rating companies prior to release? Of course, I did say "maybe", and it was just a theory. As for what I think the 350th VC game will be; I'm hoping SoulBlazer hits the VC. Of course, Akumajou Dracula X Chi no Rondo is also a good candidate, as is Super Mario World 2: Yoshi's Island. Here's hoping one of these three is the 350th VC game.
ActRaiser, which was a Quintenix [Quintet and Enix] game, was released in the Summer of '07 by Square-Enix [a merging of SquareSoft and Enix] on the VC, iirc. After that, I expected the other Quintenix games to be released on the VC as well, but it didn't happen. Strange. I'm hoping SoulBlazer hits the VC, 'cause it's a wonderfully crafted game.
@StarBoy91: Thanks for reminding me about SoulBlazer. That is one game that I would love to see come to the Virtual Console. It's one of my all-time favorites.
