I think you are absolutely correct. Despite the potential number of possible VC games being in their hundreds, I strongly suspect that the actual number that Nintendo have available to be put onto the VC is quite low and that they can't afford to release games willy-nilly otherwise you would be seeing a whole lot more weeks with no VC games at all. I also think that to go some way of saving face instead of having a week without a VC release is that they should have hold off either Pulseman or Secret Command to this week so that the usual minimum of one per week wasn't compromised.
@Bass X0: I suspect they didn't do that because they've set up a system where we get two import games when we get any, and then two or three months pass before the next import week. They seem to value that norm above having any VC games out on a week.
I do also believe that the theories regarding Darklord hold some water, either with Squenix wanting no competition (might be unlikely because they could've just had Nintendo release a game that wouldn't compete anyway), or by upload quantity (it's possible that Nintendo limits how much they upload per week, and with all the Darklord DLC being made available at once, that wouldn't leave much of anything extra).
Any way about it, it's the fact that Nintendo offered no official explanation that pissed me off. First no VC week in America without explanation, and I fear it won't be the last.

#1: The worst outcome: The premature death of the Virtual Console.
#2: They are going to have WiiWare week and Virtual Console week. Two to three WiiWare games release on WiiWare week and two games release for Virtual Console week. This I support because it'll make the Virtual Console weeks better.
#3: NOA is preparing two to three classic Nintendo games for us fans. Super Smash Bros., Pilotwing, and/or [/i]Earthbound[/i].
Let's hope it's #2 or #3. Of course the other option (What we're dealing with) is nothing special.
maybe nintendo have set a file size limit that is available for new games each week, which is probably why we get avarage weeks with 1 larger game and 1 or 2 smaller games ragardless of them being WW or VC. and considering darklord has a large file size with all the dlc included, it may have taken up this weeks limit.

If that's the case, they need to get rid of it now. It's not helping at all.
