It is required. Wii Fit U will not allow you to progress without a balance board connected, I'm afraid. (I tested this when I first downloaded Wii Fit U)
Used balance boards are dirt cheap these days....Gamestop in the USA sells them for $15. That is cheaper than a fit meter.
What an awesome deal to get this game for free digitally when the fit meter came out. Digital is the way to go for this title....just spending a few minutes to do a body test each morning and wathcing what I eat I have lost around 35 pounds since it came out.

So your USB problem means you don't use your balance board? Did you consider biting the bullet and putting batteries in it?
I use NiMh batteries for all my Wii stuff and balance board batteries seem to last a really long time anyway. I don't understand why any Wii user would use anything other than NiMh AA. Those charging stations and stuff are not as good a solution. They are often low quality peripherals and I had one nearlly melt a controller and burn my house down (slight exaggeration) when I first got my Wii. NiMh is approved by nintendo for Wii and they are great at holding a charge when in use or not (I always keep spares charged up and ready to swap).

Can't agree more. Those charging stations don't always supply enough power for a nunchuk or motion plus and I am sure are the reason I have a duff Wiimote. Non rechargeable AAs last for months with the balance board being used daily.
I am not too sure if you can do anything other than upload fit meter data without a balance board. There are games that don't need it but the game itself asks for you to step on the balance board as soon as you select a character.
