Although reading the article further Reggie isn't the CEO but the President of NOA, still I think that position contains some weight on who makes decisions about what comes to America

But, yeah, no. Iwata was still in charge of what comes to America. I'm sure Reggie can state his case to Iwata, but it's still ultimately Iwata's decision.
I was watching Pachter's show, He believes Iwata should have been fired a really long time ago but he really likes Reggie. He says Reggie is an amazing businessman with a great work ethic who manages to do a lot with the very little that Nintendo gives him. He says that most people in his position would not be able to pull that off. He pretty much explained that Reggie has no power and that Nintendo runs the show from Japan.
I do not see Reggie doing a much better. The one area he has control over is advertising and he failed very hard at that. In fact, compared to some of NOA past execs (Cammie Dunaway, Howard Lincoln), Reggie is actually rather weak.

The problem with the Nintendo's E3 was that we were already told what to expect and we didn't get anymore than that really. We were told Smash, Kart and a 3D Mario and we got just that. The problem with E3 was something manufactured in the minds of Nintendo fans who were upset that they didn't get the next big thing. I mean really, just watch a fraction of this from IGN just post that Nintendo Direct:

Reggie's main job as COO (Chief Operational Officer) is to make sure operations in America go smoothly. Also I want to point out that NoA got a new Vice President of marketing either last year or two years ago, so the mishaps in advertising are partially his fault.

Nintendo can keep some of the more Japan focused titles on the system but they do need to embrace the West more and try to get those games on their system. If they want to be telling investors and consumers that their business in NA and Europe is strong then they need to sell more. Those sales might just come from a lineup that is focused on those regions.

The E3 direct us still such a weird thing since it had all the makings for a great E3 press conference but since we knew about everything and the lack of an actual confrenece pretty much made most of the reverence for what they showed was lost.
But E3 2013 was lame where Sony literally win depaite having the worst actual game showcase of the big three.
