Being someone who abused Action replays prior to 6th gen..
Basicly it's a cartirage you put in your DS like a normal game, then, depending on versons, you put the game inside the Action replay cartirage. If the game is preprogrammed on it your can add codes/hacks.. want all wild pokemon to be shiny? Google an Action replay code for it and enter it on the ds and activate it!
Basicly, It can do anything. It's just like finding friend safari.. you look for codes for the safari you want and enter it... you look for codes for the hack you want and enter it.
Want a Ninjask with shadow force, fusion bolt, judgement, and roar of time? Ask google for an action replay code for TM move modifer and pokemon can learn any TM and there you go!
Personally I only hack shinies in the wild to give away and trade for other better IV shinies.. and then transfer them from white to x/y. I never use hacked IV pokes or speed up their EVs/egg moves.. only just for fun.
