I don't find it surprising at all. Japan absolutely adores portable consoles, and never ever underestimate the power of Pokemon. If the next Pokemon game (next year) is done right, it should drive even more Switch sales.

God so loved the world He sent His only Son- whoever believes on Him has eternal life. Unless you believe, you will die in your sins. Whoever believes, rivers of living water flow within them. John
Pokemon always sells in Japan. Doesnt matter if the catching mechanics have changed, they will still eat it up. They do still open new Pokemon Centre stores every now and then after all plus the anime did cross the 1,000 episodes mark this year. Not to mention, a new movie every July since the first one 21 years ago (Even Detective Pikachu won't stop that as a Mewtwo Strikes Back remake/retelling is also due next year).
Not to mention, Smash is now under 2 weeks away. Gotta ensure little Jimmy Chan has his Switch under the tree with Smash and/or Pokemon, as well as the older gamers ensuring they get onboard too.
@Trajan They never stopped. XD While American theaters stopped showing them by the 5th movie (Though last and this year's movies have had limited runs), Japanese ones have always shown them every single July when a new one comes out.
Pokemon's release alone increased the rate of weekly Switch sales from 50k to 200k. So seeing the stock shortage isn't surprising. And once Smash Bros. launches it's fair to assume the Switch will become the #1 console in Japan before the new year, overtaking the PS4. With the Switch as the market leader (and Sony's increased censorship) more Japanese developers will jump ship from Playstation development to Switch development.
I look forward to the incoming flood of games.

Game censorship is a fast way to lose developers who want freedom from the Pope.
