Hi guys! I know it’s late, but I actually need an answer to the og question - in Mario Odyssey, there are green trash cans in Metro Kingdom (New Donk City). Sometimes they have an arrow displayed that suggests that you can either “become” it by throwing your hat at it, or that you can somehow use it (sit, hide inside etc). But nothing happens no matter what I do to it. Is this a bug, or is there a hidden option there? Cheers!

No, mario cannot control the green trash cans with cappy in New Donk City. The green trash cans can give you a coin if you hit them. That's it. It's the same deal with the orange and white construction cans. That white action arrow that appears above objects, it just indicates you can interact with them. All we can do is smack the cans in this case. (I think I wondered the same thing as you at some point)
