Most of the time I say "I'm Sorry!", but when my home city is packed with Japanese tourists I mix it up a bit by saying "Sumimasen!", which means "Excuse me, I must get past!" in Japanese.

If they were already there, then I say, "Pardon me." If they were just being an idiot or they got in my way without paying attention (which I suppose could be one in the same), then I say a number of things.
I say ""git oot ma wae ya dafty ya before I daye yea in" then push them to the ground assertively but not aggressively and give them a bit of a kicking for good luck.
