I use excuse me in both contexts.

Most of the time I say "I'm Sorry!", but when my home city is packed with Japanese tourists I mix it up a bit by saying "Sumimasen!", which means "Excuse me, I must get past!" in Japanese.

The very few times I've had the oportunity to use any of these phrases in a real life situation, I used "excuse me".

I say excuse me when I need to get around someone. I use pardon me when I'm asking for assistance.

I say "If somepony tries to block, show them that you rock" and push them out of the way.... or in a pond, depends if there is a pond nearby.

If they were already there, then I say, "Pardon me." If they were just being an idiot or they got in my way without paying attention (which I suppose could be one in the same), then I say a number of things.
