I personally think it should be on the WiiU because it really needs more amazing titles but if it were on the 3DS that would also be great so that I can actually own it since I do not own a WiiU yet.
I know some people want it on the Wii u because it will look beautiful and majestic...and help sales, I would prefer to have it on the 3ds, I strongly want them to make Zelda gaiden, what Majora's mask was going to be but they never finished it, but alas I strongly doubt they will make it.
NO. as much as i love Majora's Mask, i don't want a remake. i want Nintendo to make an original title that no one has played before. if you MUST play it though, it's on Wii Virtual Console, which is accessible via WiiU. it's already on WiiU, if you haven't played it, knock yourself out. we do NOT need a remake.
A remake is supposed to be lazy, so 3DS. I would love to see an HD Majora's Mask, but that would mean taking time and resources away from the actual new game.

Sums up my thoughts.
I love Wind Waker (its the only Zelda game I've ever cared to finish) yet I'm not even supporting that remake.
OoT & MM were made using the same engine (MM even re-using tons of OoT assets), and since they already have an upgraded version of that engine on 3DS (because of OoT3D), it would save them time & money to make it for 3DS.
Also, no amount of shiny new textures & framerate improvements will keep it from looking terrible on an HD system, so it would have to be an eShop title at best. They could totally reboot it, but that would cost too much time & money.

Why not both? Cross-buy and cross-save would be wonderful features. Plus, each remake could be different. While the 3DS remake can be like Ocarina of Time 3D (similar to the original), the Wii U version could have more new content and graphics rebuilt from the ground up. That way, everyone wins.

Honestly I was thinking that it would be for the 3DS if anything because it has all the older games already. But I do really like this idea

Sorry, but I have to shoot this one down. Nintendo managed to make original titles even with remakes. Examples: OoT3D and 4 Swords AE with Skyward Sword, and then Wind Waker with the Wii U Zelda and Link between Worlds. They have studios for these remakes (like Grezzo), so it's not like the remakes are hindering the new games in any way. Also, what if I want to play Majora's Mask on the 3DS?

Why would they allocate resources for two remakes? That isn't very economical in any business model.
No 3DS, it'd just be a lame 3D port. Remake it for the Wii U from the ground up in HD, it would be beautiful. And since they'd be putting that much work in, maybe throw in a Master Quest for us vets. Seriously, if they did this, I'd be able to die happy, I love that game so much I'd literally pay way more than anyone should for a remake, and I'd pass up a dozen new titles for one beautiful HD remake of this.

Ocarina of Time 3D is already on 3DS, so that should kind of already make a 3DS version obvious. I'm sure they'd rather remake the game to become portable, too.
Plus, 3DS has more units out there, and Grezzo which has basically no relation to Nintendo's bigger 1st teams can make the remake without "holding" back new titles, like @LZQuacker said.
