The Switch should get SNES Romhacks added to the eshop. You could sell each for 4.99 and they would definitely sell. They are very popular like “Kaizo Mario”, “Grand Poo World” (Super Mario World). They exist for a lot of old games and would be great to add to the Switch.

Nintendo does sell ROM hacks, kind of, in the form of NES Remix.

But unofficial ones? They'll never appear for sale for obvious reasons.

We all know Mario Maker exists on the WiiU, right? You can't get more of an official hack level maker than that.
It still remains to be seen whether it comes out on the Switch though.
