OK, first: the IR. You do not need an internet connection to do that, but you will need to enable wireless communications on the DSis - if the yellow wireless light near the power light is on then it's good. If it isn't, go into System Settings and turn it on. Then, have both players tap 'IR' on their C Gear, both of you select what you want to do (Battle, Trade, etc) then when it tells you to make an IR connection point the DSes at each other with the carts facing each other and the connection will establish. Once the connection is made you can move the DSes apart - its a normal wireless connection from that point onwards.
If it doesn't work, make sure you have genuine carts. If they're pirated they won't have the IR capabilities. I've not heard of any pirated Pokemon Black or White carts, but it's always a possibility.

Next, the Entralink. Make sure that both players' C Gears are turned on. Now, look at this map:
Untitled
You can only connect to someone's game via the Entralink when they're in a route or city that's part of the main ring of routes and cities on that map - nothing south of Nimbasa City or north of Opelucid City. After making sure the other player is in one of those cities or routes and their C Gear is on, tap Wireless on your C Gear and go to the Entralink. Then, go to one of the bridges on the left or right and after a few seconds it should connect. Go through, and you're in their game! Go up to their Entree (the tree in the center of their Entralink) to get a mission, then tap a city on the map on the touch screen to warp there and complete the mission, which usually involves battling the other player, giving them a Pass Power or hiding an item for them.

Hope that helps! If you want any more help just ask!

If they can make the carts black, why can they not make the other cartridge white for Pokemon White? I mean they've done it since the GB and all... Kinda sad that they've stopped.

yeah I know this is an old issue since D/P also didn't have colored carts but still...

The cart is black because of the IR device inside it. I don't know the scientific details, but anything that emits an IR signal is always clear or black, I guess it makes the connection more reliable. Maybe black doesn't reflect the IR **shrugs**

The cart appears black, but if you look carefully it is actually partially transparent to allow the IR signal to pass through.
