They're clearly in high school but no actual ages are given in the English version.

So yeah, they're underage (at least by our standards).

These girls are minors? I luv Japan and its culture but I REALLY WISH THEY CHANGED THEIR LEGAL AGE TO 18.

Lol you shoulda seen my reaction when I found out most of the cast from Dead or Alive was underage and that Ayane was underage.... I wanted to tear my eyes out. Stick to WOMEN, Japan. WOMEN.
