Right off the bat, I can say give Starmie another item. Weakness Policy is best for a bulky pokemon(or a Pokemon that can take at least take a SE hit and/or a mon with Sturdy). Starmie isn't bulky enough and there are just too many strong SE attacks that could OHKO Starmie. I think Life Orb would be your best bet.
Also, you could try and replace a move(probably Whirlwind) on Skarmory for Defog and replacing rapid spin on Starmie for another coverage move like Psychic/Psyshock or Thunderbolt. That's up to you though, Whirlwind is a great move to have so this change could go either way.
My last suggestion would try and fit an electric type resist on your team. You do have Diggersby as an immunity but a lot of Electric types carry HP Ice or another coverage move to hit ground types SE. You also have Skarmory, Azumarill and Starmie which are all weak to Electric and Charizard as well before me Megas. A grass type would help this and give you the F/W/G core. Venusaur perhaps?
Ferro could work, yeah. I just think you need a grass type with decent bulk and ferro would work fine. You still get spikes support with Ferro and possibly Thunder Wave support too(if you decide to run T-Wave).
One problem you could have with replacing Froslass is that you'll only have one special attacker in your team, if you came up against a defensive wall poke or two you could struggle.
