Was wondering, Nintendo DOES own the rights to those RPG characters in Paper Mario/ Mario & Luigi right? I know Square owns Geno and Mallow (I think), I dunno...maybe that's why we don't have any of the RPG characters due to the other developers?

Intelligent Systems is first-party. No issues there, legally. Alpha Dream isn't. No idea the situation there.
RPGs target a very different audience. I don't think Nintendo wants there to be any crossover between those series and other Mario spin-offs.
The seven star spirits from Papar Mario were in Mario party 5 so its a possibility and it would be awesome to see some of the great Mario rpg characters appear in the Mario kart series.
