Don't get Dream Radar unless you either have Black/White 2 or plan to get it.
It doesn't offer much entertainment as a stand alone title and its only real purpose is for you to get some Pokemon and items to transfer to the game.

You'd don't need Black 2 or White 2 to play Dream Radar, but when you consider the fact that, as a companion app, it's real purpose is to feed items into Black 2/White 2 to improve those games, it's fairly pointless to have it without the DS games.
