12 a.m. for the first part of your region. I live in the U.S., so I can download it as soon as New York gets the game, which for my timezone is 10:30
Europe doesn't get the game until the 14th, I think, and Australia shares the same eShop for the most part.
Japan has already had the game since last summer.
