No, no it's not. Pokemon isn't any more annualized than it used to be, the reason why we haven't had a break since 2008 is because of the shift towards a worldwide release. Japan got a break in 2011 between BW1 and BW2. Now if we don't get a break in the next year or two then maybe we can say it's annualized but it's not a guarantee that we'll get one next year.

Pokemon Z (or X2 and Y2, or whatever they choose to do) is quite likely coming 2015, so next year I don't expect a break. I'd be quite surprised if that didn't come, actually. The year after, MAYBE, but now the fanbase in clamoring for both a gen 4 remake AND a gen 1 reremake (with the new 3D style) on top of the upcoming X and Y sequel(s) (and, inevitably after that, gen 7). With how remakes have really taken off with the series, I wouldn't be surprised if Pokemon became an annual thing - granted, you are correct, it's not quite annual YET, and while it's not announced I would be shocked if we don't get the X and Y followup(s) next year... but it's slowly seems to be moving towards yearly.

I know it's incredibly subjective, but don't you think the current list of games seems to be missing something? Like... Aside from S.T.E.A.M. and Mighty No. 9, nothing coming out in 2015 seems as memorable as some of the stuff from 2013/2014. Also, ports/remakes seem more prominent.

tbh, I can't remember most of what came out this year. Conception 2 was a highlight, is all I need to say. 2013 was amazing though, I want more of that.

The problem right now is that there's a lot of stuff that has a chance (sometimes a very significant chance) of coming out next year, but it's very uncertain right now. Yokai Watch seems like one of the most interesting Pokemon-like titles and I love the idea of an action RPG Final Fantasy game. Most games I've heard of for Japanese 3DS that haven't come over here are things that I think are interesting games. But we don't know, and won't know what will be out yet because 3DS games are announced so much quicker. We literally didn't know about Tomodachi Life was coming out here until like 2 months before release.

I think another problem is that Wii U's eshop has completely overshadowed 3DS eShop for me, so I've not gotten into that much.

Well we've had 3 games streaks before (FRLG, Emerald, and DP and then Platinum, HGSS, and BW2) so I'd say wait another year or two before you declare Pokemon to be annual. But I wouldn't be surprised if it does either.
