I'm sure they mean that differently. Like never passed out as an event shiny or the way the event works with the GS ball couldn't make it shiny. However I'll stand corrected since there is a source saying it.
@stomatopod13 I have heard that Arceus can't be shiny, but there's nothing in its entry saying that so I guess I was wrong

Thats how much they're worth.. what you think that thing is worth a regular bulbasuar? Alot of people trade their legendaries for shinies. Snubbel isn't really that "likeable" so it's worth another shiny pokemon like bulbasuar.

@Humbubba-misfit it has also been confirmed that in X and Y the shiny rate has dropped to 1 in 4000 instead of 1 in 8000. it's twice as easy now
