I dont think its a problem with outsourcing, Metroid Dread was outsourced yet its amazing game. The core design decisions come from Nintendo HQ
IMO instead making neutered games where you are invicible, they should just create line of games that is strictly educational (something like Nintendo EDU series), parents would probably love it, easy choice and easy buy. Maybe reuse assets from other games.

Same situation was with Princess Peach, game is now in every bergain bin.
It was obvious even from early previews that Nintendo is targeting preschoolers with this Yoshi, but they dont want to make it too obvious so they make game for nobody. Nintendo really want to capture young kids audience to build their future nostalgia, but they keep doing same mistakes.
